国家创新体系效能提升背景下高校创新体系优化研究

摘要
为进一步提升高校创新体系建设水平,本研究基于国家创新体系构成和高校职能定位,参照国家《科技进步法》和权威创新评估指标内容,构建了包含4个维度的高校创新体系.本研究认为,当前高校创新体系功能发挥面临4大困境,为提升高校创新体系质效,提出了3个层面的优化策略.
Abstract
In order to further enhance the level of innovation system construction in universities,this study constructed a university innovation system containing four dimensions based on the composition of the national innovation system and the functional positioning of universities,with reference to the national Science and Technology Progress Law and the world famous innovation evaluation indicators.This study concluded that the current university innovation system faces four major challenges in terms of its functionality.To improve the quality and efficiency of the innovation system in universities,three optimization strategies were proposed.
