Research on the Contribution Capacity of Residents to Participate in Basic Pension Insurance
Since 2014,China's pension insurance coverage rate has climbed yearly,but there are still some low-income groups that do not participate in basic pension insurance for financial reasons.To this end,this study fitted the national income distribution for the past ten years as a polynomial,based on data from the National Bureau of Statistics of China,and used sub-provincial data to estimate the relationship between consumption and income,which resulted in the determination of a residual income and a minimum income sufficient to cover the costs of the basic pension.This study found that there was a segment of the low-income population that cannot afford the basic old-age insurance fee,yet didn't qualify as a low-income household,and proposed preferential contribution policies for this group.
