摘要

战略科技力量是粤港澳大湾区建设具有全球影响力的国际科技创新中心、加快实现高水平科技自立自强的核心支撑.通过系统梳理粤港澳大湾区战略科技力量体系布局的发展现状和存在问题,发现当前其在数量规模、发展质量、空间分布、体制创新等方面仍存在不足之处.对此,从体系化布局粤港澳大湾区战略科技力量出发,提出聚焦全过程创新链,构建"筑根基、强攻关、搭平台、深融合、聚人才、建生态、重改革"的实施路径和策略.

Abstract

Strategic science and technology forces is the core support for Guangdong-Hong Kong-Macao Greater Bay Area to build an international science and technology innovation center with global influence,and to accelerate the achievement of high-level technological self-reliance and self-improvement.By systematically combing the development status and existing problems of the layout of the strategic scientific and technological forces in the Guangdong-Hong Kong-Macao Greater Bay Area,this paper finds that there are still shortcomings in terms of quantity and scale,development quality,spatial distribution,and institutional innovation.In view of this,starting from the systematic layout of the strategic scientific and technological forces in the Guangdong-Hong Kong-Macao Greater Bay Area,the paper proposes to focus on the whole process of innovation chain and build the implementation path and strategy of"building a foundation,strengthening key problems,building a platform,deepening integration,gathering talents,building an ecology,and emphasizing reform".
