From the perspective of integrating development and security,how to cope with the impact of major public emergencies to maintain resilience is of great significance for technology-based enterprises to balance short-term survival decision and long-term innovation strategy.Based on a questionnaire survey of 1 154 high-tech enterprises and the 2022 statistical data in Nanjing,this paper explores the impact of research and development(R&D)expenses on the resilience of high-tech enterprises under the impact of major public emergency(MPE).The results show that high-tech enterprises are obviously negatively affected by MPE,R&D expenses have a significant positive impact on the recovery of production capacity of high-tech enterprises under the impact of MPE,but do not show heterogeneity in different types of enterprise registration,corporate gender and corporate education structure.Further research has found that the decline in market demand directly affects high-tech enterprises to carry out innovation activities,R&D expenses have a significant negative effect on the overall impact of MPE on enterprises.In other words,the investment in R&D expenses helps to weaken the negative impact of MPE on high-tech enterprises.
