国内外推进关键核心技术攻关的经验做法及对湖南省的启示

摘要
党的二十大报告强调,要集聚力量进行原创性引领性科技攻关,坚决打赢关键核心技术攻坚战.鉴于关键核心技术攻关的重要性和严峻性,分析全球及国内其他典型省份关键核心技术攻关的模式和经验做法,从顶层架构、项目遴选、组织模式、经费管理、成果转化等方面进行比较研究.最后,结合湖南省关键核心技术攻关现状及存在的问题,提出湖南省构建关键核心技术攻关高效组织体系的政策建议.
Abstract
The report of the 20th National Congress of the Communist Party of China emphasized that it is necessary to concentrate resorces on original and pioneering scientific and technological research,and achieve breakthrough in core technologies in key f ields.In view of the importance and severity of key core technology research,this paper analyzes the mode and experience of core technologies in key fields abroad and in some typical provinces of China,and makes a comparative study from the aspects of top-level structure,project selection,organizational model,fund management,and achievement transformation.Finally,the paper puts forward policy suggestions for building an efficient organizational system for core technologies in key fields research based on the current situation and existing problems of Hunan Province.
