摘要
领域类国家技术创新中心是以关键核心技术攻关为抓手,为企业提供全方位创新服务,强化企业创新主体地位,提升我国重点产业领域创新能力与核心竞争力的科技创新服务机构.通过梳理科技部发布的有关国家技术创新中心的政策文件,调研已建22 家领域类国家技术创新中心的建设进展,发现领域类国家技术创新中心存在功能定位不准确、决策机制不健全、角色分工不清晰等问题.据此,研究提出明确功能定位、健全决策机制、厘清角色分工、优化激励政策、加强经费支持等对策建议.
Abstract
The National Technology Innovation Center in specific field is a scientific and technological innovation service organization that takes breakthrough in core technologies in key fields as the starting point,provides enterprises with all-round innovation services,strengthens the main position of enterprise innovation,and enhances the innovation ability and core competitiveness of China's key industries.This paper reviews the policy documents issued by the Ministry of Science and Technology on National Technology Innovation Center,investigates the construction progress of 22 National Technology Innovation Center in specific field that have been established,and finds that there are problems such as inaccurate functional positioning,imperfect decision-making mechanism,and unclear role division of labor.Accordingly,the paper puts forward some countermeasures and suggestions,such as clarifying the functional positioning,improving the decision-making mechanism,clarifying the role division,optimizing the incentive policy,and strengthening the financial support.
