摘要

科技创新政策是引导、激励和规范科技创新活动的重要手段.云南科技创新水平在全国处于第三梯队,与创新型省份的建设目标还存在明显差距,迫切需要健全科技创新政策体系,为科技创新活动提供坚实保障.通过对云南科技创新政策文本和内容进行梳理,运用纵向时间对比和熵权TOPSIS横向地区比较的方法对云南科技创新政策的实施效果进行评价,结果表明:云南科技创新政策体系建设取得了明显成效,政策实施效果处于西部省份靠前位置,但在财政科技投入、高能级创新平台建设、科技人才培养引进、科技成果转化、创新环境营造等方面较西部先进省市还存在较大差距.针对上述问题,从加强政策协同、加大要素投入、加快成果转化、优化创新环境等方面提出了优化建议.

Abstract

Scientific and technological(S&T)innovation policy is an important means to guide,encourage,and regulate S&T innovation activities.The level of S&T innovation in Yunnan is still in the third echelon of the country,and there is still an obvious gap with the construction goal of an innovative province,so there is an urgent need to improve the policy system for S&T innovation to provide a solid guarantee for S&T innovation activities.This paper reviews the text and content of Yunnan's S&T innovation policy,and uses the methods of longitudinal time comparison and entropy weight TOPSIS horizontal regional comparison to evaluate the implementation effect of Yunnan's S&T innovation policy.The results show that the construction of Yunnan's S&T innovation policy system has achieved remarkable results,and the policy implementation effect is in the top position of the western provinces,but there is still a big gap with the advanced provinces and cities in the west in terms of financial science and technology investment,high-level innovation platform construction,S&T talent training and introduction,transformation of S&T achievements and innovation environment creation.In view of the above problems,the paper puts forward some optimization suggestions from aspects like strengthening policy coordination,increasing factor investment,accelerating the transformation of achievements and optimizing the innovation environment.
