摘要

随着新型工业化进程的深入推进,科技创新的引领驱动作用进一步凸显,但科技成果向现实生产力转化仍受到制约.首先,从概念验证、中试验证、应用验证 3 个层面分析了国内科技成果验证工作现状.其次,探讨了科技成果转化验证链不健全、验证机构能力不强、验证投入和配套不足等问题,并分析了发达国家和地区畅通转化渠道、健全验证机制、完善验证条件等典型经验做法.最后,结合我国产业化各环节的验证工作需求,提出建立畅通的验证链机制、建设专业化的验证链服务节点以及完善验证链生态等建议.

Abstract

With the deepening process of new industrialization,the leading and driving role of scientific and technological(S&T)innovation has been further highlighted,but the transformation of S&T achievements into real productivity is still restricted.Firstly,this paper analyzes current status of the verification of domestic S&T achievements from three levels:concept verification,pilot test verification,and verification of the product in the application scenario.Secondly,the paper discusses the problems of the imperfect verification chain of the transformation of S&T achievements,the weak capacity of the verification institutions,the insufficient verification investment and supporting facilities,and analyzes the typical experience and practices of developed countries such as smooth transformation channels,improved verification mechanisms and improved verification conditions.Finally,combined with the verification needs of all links of China's industrialization,some suggestions are put forward,such as establishing a smooth verification chain mechanism,building a professional verification chain service node,and improving the verification chain ecology.
