2009 年以来,徐州市人才政策大体经历了协同发展、本地探索和整合优化三个阶段的发展.通过政策发展的迭代,徐州市人才政策在适用对象上,实现了高层次人才、专门人才和大学生等引才范围的增容.在政策激励工具方面,呈现多元扩展和特色凝练的阶段性变化态势.具体表现为对高层次人才越来越侧重宜居生活和职业协同维度的激励工具,对大学生逐渐加大生活补贴维度的激励工具,以及全面增补对高技能人才的激励工具.
The Development of Local Talent Policy and Incentive Tools:A Case Study of Xuzhou since 2009
Since 2009,there has been three stages in the development of Xuzhou's talent policy,that can been called coordinated development,local exploration and comprehensive optimization.Through a series of explorations and optimizations,Xuzhou's talent policy has achieved an increase in the scope of attracting high-level talents,professional talents,and college students in terms of the applicable objects of the policy.Otherwise,incentive tools from policy were becoming more and more diversified and specialized.From the perspective of talent types,the pattern from Xuzhou's talent policy has been formed that the incentive tools of livable life and career support were focused on high-level talents,the incentive tool of life subsidy was focused on graduate,and comprehensively supplement incentive tools for highly skilled talents.
