Research on the Evaluation and Optimization of Employment Policies for College Graduates in Heilongjiang Province Based on the PMC Index Model
The location advantage of Heilongjiang Province is not obvious,the comfort of the province is poor.Therefore,it is urgent to attract college graduates to stay in Heilongjiang for employment through policy means.By adopting research methods such as content text mining and policy modeling consistency(PMC)index construction,the article constructs a policy quantitative PMC index model containing 10 first-level indicators and 44 second-level indicators for the employment policies of college graduates issued in Heilongjiang Province and conducts empirical analysis.The empirical results show that the average value of the PMC index of employment policies for college graduates in Heilongjiang Province is 7.67,which is at the excellent level;among the 15 policy samples,there is 1 perfect level,12 excellent levels,2 acceptable levels,and no bad level policies,and the percentage of excellent rate is 100%.On this basis,policy P14 with the highest index value,policy P5 with the middle index value,and policy P2 with the lowest index value are selected for detailed analysis,and it is concluded that the employment policy of college graduates in Heilongjiang Province is more reasonably designed on the whole.The degree of consistency of the employment policy of college graduates in Heilongjiang Province is high.There is still a great deal of room for improvement in the employment policy of college graduates in Heilongjiang Province.
