在当今万物互联的大数据时代,数字政府为实现数字中国、推进经济高质量发展意义重大.基于中国知网(China national knowledge infrastructure,CNKI)数据库,综合梳理党的十九大以来数字政府相关文献,利用CiteSpace软件对发文数量、时间分布、作者及机构情况、关键词等进行可视化分析.研究结果表明,数字政府建设历经了电子政务不断迭代、数据要素不断赋能的阶段,现有学术界围绕公共价值创造、地区腐败等宏观维度进行探讨,实务界也指出数字政府建设存在体制机制不畅、法律制度固化潘篱、职能部门协同水平较低等现实困境.未来研究可着眼于企业微观视域,深度解构数字政府建设影响企业行为的内在机制规律,着力解决数字政府建设的难点和堵点.
Current Status and Prospects of Digital Government:Based on CiteSpace Visualisation Analysis
In today's big data era of the Internet of everything,it is of great significance for the digital government to realize the digital China and promote high-quality economic development.Based on the CNKI database,comprehensively sorting out the relevant digital government documents since the 19th National Congress of the Communist Party of China,a visual analysis of the published number,time distribution,authors and institutions,and keywords with CiteSpace software was conducted.The results show that the digital government construction after electronic government iteration,data elements constantly assigned to stage,the existing academia around the public value creation,regional corruption and other macro dimensions,practice also points out that the digital government construction system mechanism,legal system curing hedge,functional departments coordinate lower level of reality.Future research can focus on the micro vision of enterprises,deeply deconstruct the internal mechanism rules of digital government construction affecting enterprise behavior,and focus on solving the difficulties and obstacles in the construction of digital government.
