Enterprise Strategy and Government Supervision Incentive of Data Transaction-analysis Based on Three-way Evolutionary Game Model
To identify weak links in data trading practices and promote the development of data element markets,a tripartite evolutionary game model of"enterprise government",simulate evolutionary stability strategies is constructed,and key factors and their mechanisms that affect data transactions are identified.It is found that,data trading will increase due to data heterogeneity,data conversion ability,and market trust,but decrease due to transaction costs and reduced competitiveness.The penalty for breach of contract has a dual function of"rewarding the good and punishing the bad",but scientific compensation measures need to be established to fully leverage the institutional advantages.The impact of government regulation is relatively small,and the role of government subsidies is more prominent.The mutual cooperation between the two is more conducive to playing a policy-guiding role.The effective methods to promote data transactions including improving data quality and data conversion capabilities,strengthening mutual trust among enterprises,preventing contract risks,ensuring data security,and improving regulatory incentive mechanisms.
