企业科研诚信现状调查与分析

摘要
近年来,高新技术企业资质被取缔、利用研发费用加计扣除偷逃税等事件频发,暴露出企业科研诚信的缺失.通过调查问卷方式,从企业科研诚信的能力、认知和管理三个维度对187家科技型企业样本进行数据统计和对比分析,摸清了企业科研诚信的现实情况,针对这一情况提出了加强企业科研诚信建设的对策建议,以期提高企业科研诚信管理水平,规范科技工作者的科研行为,营造风清气正的科研环境.
Abstract
In recent years,the frequent incidents of high-tech enterprise qualifications being banned and some enterprises using the additional deduction for R&D expenses to evade taxes have exposed the lack of scientific research integrity in enterprises.Through a survey questionnaire approach,data from 187 technology-based enterprise samples was analyzed and compared across three dimensions which are capacity,understanding and management of scientific research integrity.The current state of scientific research integrity in enterprises was clarified.Based on this assessment,strategies are proposed to strengthen the establishment of scientific research integrity in enterprises.The goal is to enhance the management level of scientific research integrity in enterprises,standardize the research conduct of scientists and technicians,and create an honesty and trustworthiness for scientific research.
