Quantitative Study on the Policy Text of the Transformation of Scientific and Technological Achievements in China
Since the 1980s,the transformation of scientific and technological achievements has become an important issue in China's scientific and technological development,scientific and technological system reform,and marketization.For more than 40 years,the State Council and relevant departments have issued a series of policies and measures around promoting the transformation of scientific and technological achievements.Based on the perspective of policy tools,the policy content of China's scientific and technological achievements transformation policy were used as a research content to carry out quantitative research on text,and based on the policy tool theory,an analysis framework was constructed that took the policy tool type as the X dimension and took the scientific and technological achievement transformation policy as the main body for the Y dimension,and China's technological achievement transformation policy system was analyzed to find out the problems in the selection of policy tools for the transformation of scientific and technological achievements.Corresponding countermeasures and suggestions are put forward for these problems.
