Policy Analysis of Medical Science and Technology Talents in Traditional Advantage Agglomeration Areas in China
The problems existing in the use of medical science and technology talent policy tools,the focus of attention and the grasp of talent demand were analyzed,reference for the government to optimize the policy structure was provided.A three-dimensional theoretical framework of policy tools,policy objectives and ERG theory was constructed,466 medical science and technology talent policies in 29 cities of the Bohai Rim,Guangdong,Hong Kong and Macao,and the Yangtze River Delta was deconstructed and quantified.The results show that the effectiveness of the current medical science and technology talent policy system is low,and there are problems such as overflow of environmental policy tools and target deviation.It is suggested to strengthen the construction of institutionalized system,guide the path of talent incentive to shift to enterprise support,coordinate policy objectives,and comprehensively use policy tools.
