Comparative Analysis of Local Policies Driving the Development of New Energy Vehicle Industry
Comparing the development of the new energy automobile industry and substitution status of the key cities of the national automobile industry,it can be found that the development progress and focus of the development of new energy automobile industry varies from one place to another.Industrial policy is an important means to promote the development of new industries.To study the new energy automobile industrial policies of different cities,Shanghai and Wuhan,the two key cities in the development of new energy automobile industry,were selected as samples,and a two-dimensional theoretical analysis framework of policy tools and innovation value chain was constructed,and the content analysis method was used to compare and study the differences in the local new energy automobile industrial policies and the final effects of the policies.The results are as follows.Local governments should emphasize the use of strategic surface policy tools in the process of formulating policies for emerging industries.The focus of policies must target the pain points of industrial development in the region.The completeness of emerging industry policies is closely related to industrial development.Policy formulation should focus on matching with the value chain of industrial innovation.Policy formulation should be combined with the law of local industrial development.
