Realistic Dilemma and Optimization Path of Cross Departmental Collaboration of Local Governments from the Perspective of Interface Governance:Taking the Approval of Construction Projects in F County as an Example
Cross departmental collaboration of local governments is an important manifestation of modernizing the national governance system and governance capacity.Starting with cross departmental collaboration in F County,focusing on the collaborative difficulties and optimization paths of engineering construction project approval,taking engineering construction project approval as an example,the theoretical analysis framework of governance interface theory research was reconstruct,and the operation process of horizontal functional departments was systematically explained from the three aspects of governance interface subject,object and goal.Combined with interface governance theory and methods,the problems of cross departmental collaboration were revealed,and the optimization path of cross departmental collaboration of local governments was proposed from the three aspects of governance interface subject,object,and goal.The results show that there are"conflicts and contradictions"in the subject aspect of cross departmental collaborative governance interface between local governments,"disorder and chaos"in the object aspect,and"singularity and diversity"in the goal aspect.Through the study of these issues,optimization paths such as reconstructing the subject,object,and goal aspects of the governance interface are proposed.The theoretical framework of interface governance has expanded the research on cross departmental collaboration mechanisms in engineering construction project approval,further expanding the research field of interface governance,and providing a new practical field for grassroots governance.
