Comparison and Enlightenment on the Progress of Government Data Authorization Operations between China,the United States,and the United Kingdom:Management System,Operation Mode and Safeguard Mechanism
The authorized operation of government data is a beneficial supplement to the opening of government data.Promoting the opening of government data from sharing to authorized operation can effectively activate the elements of public data resources of digital government,and it is also a feasible way to drive high-quality economic and social development and explore the market-oriented allocation of government data.This paper adopts the methods of literature analysis,content analysis,and comparative analysis to conduct research,analysis,and comparison on the progress of government data authorization operations in China,the United States,and the UK from three aspects:management system,operation mode,and guarantee mechanism.The research results show that countries such as the UK and the United States have carried out research and practice on the operation of government data authorization earlier and accumulated rich experience,while China has some shortcomings in comparison,which are specifically shown in the lack of a perfect management system,immature operation mode,inadequate security mechanism,and lack of a unified platform.Based on this,this paper puts forward some suggestions to promote the operation of government data authorization in China.
