图书馆资源的数字化保存与传播面临作品复制权、发行权许可等问题,数字图书馆、文献传递、深度链接等业务享有的著作权限制与例外的范围窄,资源传播存在版权风险.区块链系统从资源安全性与传播可追溯、可举证、可约束等方面解决了图书馆资源传播的现状问题.设计了基于区块链的馆藏印本资源与数字资源的线上传播路径,包括资源数字化储存、资源访问、系统的应用与管理等.研究发现:区块链系统时间戳、多点备份技术可为资源的"合理使用"提供闭环佐证;点对点互动可增加作品的可读性,为作品增值创造条件;激励机制可及时肃清版权瑕疵,借助共识机制可构建版税分配信任体系,智能合约可自动执行版权收费,构建了文化传播生态系统.
A Blockchain-Based Cultural Communication Ecosystem
The digital preservation and dissemination of library resources are faced with problems such as reproduc-tion right and distribution right licenses of works.Digital library,document delivery,deep link and other services enjoy a narrow range of copyright restrictions and exceptions,and there are copyright risks in resource dissemination.The block-chain system solves the current problems of library resource communication from the aspects of resource security,trace-ability,provability and constraint.This paper designs the online dissemination path of library printed resources and digital resources based on blockchain,including digital storage of resources,access to resources,and application and manage-ment of the system,etc.,and has found that the blockchain system timestamp and multi-point backup technology can pro-vide closed-loop evidence for the"rational use"of resources;the peer-to-peer interaction can increase the readability of works and create conditions for the appreciation of works;the incentive mechanism can eliminate copyright defects in time,the royalty distribution trust system can be built with the help of consensus mechanism,and the smart contracts au-tomatically execute copyright payments,building a cultural dissemination ecosystem.
