摘要
阐述了科技查新服务的现状与面临的问题以及区块链思维下的新特点;探讨了如何利用区块链的共识、去中心化、信任、分布式、跨链思维实现提升科技查新服务协作能力、达成查新机构服务均等化、确保查新结论公信力、拓展查新服务范围、提高资源利用率的目标;基于区块链思维,提出了推动联盟发展、构建协作网络、加强监督管理、探索转型升级、建立资源互助保障系统的科技查新服务优化路径,以期促进科技查新服务向更主动、更高效、更深层次的方向发展,为科技创新、科研管理工作提供高质量的信息和决策支撑.
Abstract
This paper expounds the status quo and problems of sci-tech novelty search service and its new characteristics under blockchain thinking;discusses how to use the consensus,decentralization,trust,distribution and cross-chain thinking of blockchain to achieve the goal of improving the collaboration ability of sci-tech novelty search services,achieving the service equalization of novelty search institutions,ensuring the credibility of novelty search conclusions,expanding the scope of novelty search services,and improving resource utilization ratio;and based on blockchain thinking,proposes the optimization paths of sci-tech novelty search service such as promoting the development of alliances,building the collaboration network,strengthening the supervision and management,exploring the transformation and upgrading,and establishing a system of mutual assistance and support of resources in order to promote the development of sci-tech novelty search service to a more active,more efficient and deeper direction,to provide high-quality information and decision-making support for sci-tech innovation and scientific research management.
