情报视角下山西省科技安全风险防控策略研究

摘要
科技创新是发展的关键,已成为保障国家安全的重要战略支撑.维护科技安全已成为落实国家总体安全观的重中之重,防范化解科技安全风险意义重大.新形势下,国家安全的各个领域都迫切需要情报的支撑,情报的支撑作用在科技安全风险防控中尤其凸显.在情报视角下,围绕山西省部分产业科技创新能力不足、关键核心技术受制于人以及新技术快速发展和应用等方面,梳理了山西省科技领域可能面临的风险和挑战,并提出一系列增强科技安全风险防范化解能力的对策建议,以期为科技安全保驾护航.
Abstract
Scientific and technological innovation is the key to development,and has become an important strategic support for national security.Maintaining science and technology security has become a top priority in implementing the overall national security concept,and preventing and resolving science and technology security risks is of great signifi-cance.In the new situation,all fields of national security urgently need the support of information,especially in the pre-vention and control of science and technology security risks.From the perspective of information,this paper focuses on the insufficient scientific and technological innovation ability of some industries,the restriction of key core technologies to hu-man beings,and the rapid development and application of new technologies in Shanxi Province,combs the possible risks and challenges in the field of science and technology in Shanxi Province,and puts forward a series of countermeasures and suggestions to strengthen the ability of preventing and resolving the risks of science and technology security,so as to pro-tect the science and technology security.
