Public data has become an important production factor in the innovation and development of digital age.This paper discovers the intrinsic alignment between the core capabilities of public data openness and the processes and objectives of data asset management based on the relevant literature and theoretical research,puts forward a new idea to study the core capabilities of public data openness from the perspective of data asset management,and constructs the core capabilities framework of public data openness and carries out the capabilities decomposition.The research found that the abilities of data supply,data utilization and circulation operation support the whole process of public data's value transfor-mation,and to stimulate the internal momentum of public data governance,formulate public data open standards and norms,and innovate data technology concepts and applications are the key issues in the cultivation of core capabilities of public data openness.
