摘要
科技情报研究高质量发展的根本是追求情报研究质量和效益的提升,更好地发挥决策和创新支撑作用.构建情报研究报告质量评价体系,是提升情报研究质量的重要抓手.分析了科技情报研究报告的主要类型及质量要求特点;针对不同类型情报研究报告构建了质量评价指标体系,针对性地设置了指标权重,并提出易于操作的评价方法;指出科技情报研究报告质量评价体系实践应用对于促进情报研究高质量发展具有重要意义,在实践中还应考虑建立评审专家团队及用户评价机制,以更好地运用评价结果.
Abstract
The fundamental of the high-quality development of sci-tech intelligence research is to pursue the improve-ment of the quality and efficiency of intelligence research,and to better play the supporting role of decision-making and innovation.And constructing the quality evaluation system of intelligence research report is an important starting point to improve the quality of intelligence research.This paper analyzes the main types of sci-tech intelligence research reports and their characteristics in terms of quality requirements;proposes a quality evaluation indicater system for different types of intelligence research reports,and sets up targeted indicaters'weights,and suggests an easy-to-operate evaluation method;and points out that the practical application of the quality evaluation system of sci-tech intelligence research re-port is of great significance to promote the high-quality development of intelligence research,and in practice,the estab-lishment of evaluation expert team and user evaluation mechanism should also be considered to make better use of evalua-tion results.
