In the new era,local university library plays an important role and function in the innovation and develop-ment of think tank construction.This paper focuses on the analysis of the three functional advantages of"quantity""place"and"ability"in the construction of local university library think tanks.The main ways of innovation and development based on advantages are as follows:to contribute new ideas with"quantity"advantage,to propose new strategies with"place"ad-vantage,and to build new think tanks with"ability"advantage.To further achieve innovative development,the paper pro-poses three major strategies:the high-quality service strategy,which realizes the drive development from"quantity"to"quality"and consolidates the competitiveness of think tanks;the new function optimization strategy,which realizes the in-tegrated development from"local"to"expanding the domain"and expands the influence of think tanks;the digital empower-ment strategy,which realizes the efficiency development from"ability"to"empowerment"and enhances the credibility of think tanks.
