摘要
基于可及性"4A"模型,并结合相关文献和政策,对公共数字文化服务的各要素进行了识别,剖析了各要素的内涵及其内在关系,提出了包括可获得性、可接近性、可接受性和可适应性四大要素及12个子要素的公共数字文化服务可及性要素框架;将TOE理论应用到可及性研究中,从技术、组织、环境3个方面分析了公共数字文化服务可及性的关键影响因素,构建了可及性理论框架;在梳理公共数字文化服务的内在要素且充分考虑外部影响因素的基础上,提出了技术赋能数字化转型、组织规划数字建设重点、环境优化数字服务创新等对策建议.
Abstract
Based on the accessibility"4A"model,and combined with relevant literature and policies,this paper identifies various elements of public digital cultural services,analyzes the connotation of all elements and their internal re-lationship,and puts forward a framework of accessibility elements of public digital cultural services,including four ele-ments of availability,accessibility,acceptability and adaptability as well as 12 sub-elements;applying the TOE theory to the accessibility research,analyzes the key factors affecting the accessibility of public digital cultural services from the as-pects of technology,organization and environment,and constructs the theoretical framework of accessibility;and on the basis of sorting out the internal elements of public digital cultural services and fully considering the external influencing factors,puts forward the countermeasures and suggestions such as technology-enabled digital transformation,organization-al planning of digital construction priorities,and environmental optimization of digital service innovation.
