江西省中小学教师工资与流动意愿研究——基于教师劳动力市场的分析

摘要
工资被认为是吸引和保留人才最关键的政策工具之一.基于中小学教师劳动力市场的分析框架,通过江西省11地级市的教师问卷及访谈数据,研究分析了江西省中小学教师工资与教师流动意愿的关系.结果显示:江西省中小学教师工资与农村津补贴发放水平较低,近五成教师对工资待遇不满意,对绩效工资的知晓程度不足,三成的教师有较强烈的流动意愿.提高工资和福利待遇水平,推进绩效评估科学民主管理,厘清教师供给政策与其他部门政策之间的联动,将有利于缓解教师流失问题,提高教师供给的有效性.
Abstract
Salaries are considered to be one of the most critical policy tools for attracting and retaining talents.Based on the analytical framework of primary and secondary school teachers'labor market and using the data of teacher questionnaire and interview from 11 cities in Jiangxi Province,this study analyzed the relationship be-tween primary and secondary school teachers'salaries and teachers'willingness to move in Jiangxi Province.The results show that the level of salary and rural subsidy payment for primary and secondary school teachers in Ji-angxi Province is low,nearly 50%of teachers are dissatisfied with their salary and benefits,and the level of knowl-edge about performance pay is insufficient,and 30%of teachers have a strong willingness to move.Improving the level of salary and welfare benefits,promoting scientific and democratic management of performance evaluation,and clarifying the linkage between teacher supply policies and those of other sectors will help alleviate the prob-lem of teacher turnover and improve the effectiveness of teacher supply.
