摘要
国防教育是国防和军队建设最重要的内容之一,是高校落实立德树人根本任务的重要途径.近年来,高校国防教育在教育内容、教育形式、育人成效等方面取得了一定的成绩,但仍存在国防教育发展动力不足,政策落实刚性约束不强,国防教育实践创新、军地协同不够等问题,亟待从国防教育的理念、机制、内容和模式等层面加以创新研究.齐鲁工业大学(山东省科学院)在国防教育实践中,围绕"荣誉体系""课程建设""教育活动""组织建设"四个维度,着重从机制创新、制度保障、文化融合、典型选树四方面实施"揭榜""荣誉""强团""第二课堂成绩单""课程标准化"五项工程,全面实施国防教育"星河计划",创新开展"4451"全员国防教育模式.
Abstract
As one of the most important contents of national defense and military construction,national defense education is an important way for colleges and universities to implement the fundamental mission of fostering vir-tue through education.In recent years,national defense education in colleges and universities has achieved cer-tain results in terms of education content,education form,and educational effectiveness.However,there are still problems such as insufficient development momentum of national defense education,weak rigid constraints on policy implementation,insufficient innovation in national defense education practice,and insufficient military-civilian coordination.It is urgent to innovate and study the concepts,mechanisms,content,and models of national defense education.In the practice of national defense education,Qilu University of Technology(Shandong Acad-emy of Sciences)focuses on the four dimensions of"honor system","curriculum construction","educational ac-tivities",and"organizational construction",and implements the five projects of"unveiling the list","honor","strengthening the group","second classroom transcript",and"curriculum standardization"from the four aspects of mechanism innovation,institutional guarantee,cultural integration,and typical selection.It fully implements the"Galaxy Plan"for national defense education and innovatively carries out the"4451"model of overall na-tional defense education.
