新形势下我国大学生资助政策的成效、问题和建议

摘要
经过数十年的调整和发展,我国大学生资助政策已形成了较为成熟的体系,在资金投入、项目设置、资助标准等方面取得了长足的进步,对促进教育公平、实现全面脱贫、社会稳定和发展发挥了关键作用.然而,在新形势下,现行大学生资助政策在资金的可持续性、对象的精准性、方式的育人性等方面面临着新的挑战.为提高资助政策实施效果,提出如下建议:扩大资助资金来源,优化筹资结构;健全困难学生认定机制,实现精准帮扶;调整资助项目结构,提高资助效益;坚持育人发展导向,注重培养困难学生的奋斗精神.
Abstract
After decades of adjustment and development,China's financial aid policy for college students has formed a more mature system,and made great progress in areas such as capital investment,project setting,and standards of financial aid,playing an important role in promoting education equity,achieving complete victory in the fight against poverty,maintaining social stability and development.However,under the new situation,the cur-rent policy is facing new challenges in financial sustainability,the accuracy of objects,the educational nature of ways of financial aid and so on.In order to improve the implementation effect of financial aid policy,it is recom-mended to expand the sources of financial aid,optimize the financing structure,improve the mechanism for identi-fying needy students,achieve targeted assistance,adjust the structure of financial aid projects,improve the effi-ciency of financial aid,adhere to the orientation of education and development,and focus on cultivating the spirit of struggle of needy students.
