Under the background of the upgrading of the mold industry which is one of the pillar industries in Tai-zhou,based on the localized new national system,supported by the policies of"Vibrant Wen-Tai"and"Voca-tional Education Highland"formulated by Zhejiang Province and Taizhou City,we explored the modern industrial colleges with the organizational structure of Technology Research Consortium,and gave play to the university function of serving the community through organized application research.The results show that local colleges and universities can play the role of regulatory function of public research institutions through industry-university-research cooperation,tackling the common technologies,making up for the shortcomings of market mechanism,and promoting local industrial upgrading.
