摘要
在低碳经济的宏观背景下，对产业集群的可持续发展竞争力进行评价具有一定的理论和现实意义。本文基于产业集群竞争力的能力观，在创新能力、学习能力和资源利用能力三个目标层下引入八个准则层和二十五个三级指标，构建了低碳经济背景下的产业集群可持续发展竞争力评价指标体系，并对各项指标的含义进行了解释和说明。
