基于灰色关联-TOPSIS模型的协同创新成果转化绩效评价研究——以大学科技城为例

大学科技城是协同创新的重要载体,是国家创新体系的重要组成部分。为科学评价大学科技城协同创新成果的转化绩效,本文从研发能力、资金支持、政策支持、经济效益和社会效益等维度选取指标,构建大学科技城协同创新成果转化绩效评价指标体系,并建立基于TOPSIS和灰色关联分析方法的评价模型。应用所构建的评价模型对长沙岳麓山、武汉东湖等大学科技城协同创新成果转化绩效进行了评价分析。研究结果表明:岳麓山大学科技城整体呈逐年上升态势,影响其协同创新成果转化绩效的因素众多,且影响程度各不相同,其中科技成果转化政策、新产品销售收入和R&D人员全时当量等指标对大学科技城协同创新成果转化绩效影响较大。同时,因政策与环境的差异,不同地区的大学科技城成果转化绩效也有较大差异,长沙岳麓山大学科技城的协同创新成果转化绩效低于武汉东湖,略高于沈阳。最后,根据与武汉东湖和沈阳的对比分析为提升长沙岳麓山大学科技城的协同创新成果转化绩效提出对策建议。
Performance evaluation of collaborative innovation achievement transformation in university science and technology city
University science and technology city is an important carrier to promote scientific and technological inno-vation and promote the integrated development of industry,university and research,and is also an important part of the national innovation system.In order to scientifically evaluate the transformation performance of collaborative in-novations achievements in university science and technology city,this paper selects corresponding indicators from multiple dimensions such as R&D capability,financial support,policy support,economic benefit and social bene-fit,and constructs a comprehensive evaluation index system.In the evaluation method,this paper adopts TOPSIS and grey correlation analysis to establish a comprehensive evaluation model.TOPSIS is a multi-criteria decision a-nalysis method based on ideal solution,which can accurately reflect the relative advantages and disadvantages of each evaluation object.Grey correlation analysis can quantify the degree of correlation among various factors,and then reveal the key factors affecting the transformation performance of collaborative innovation achievements.Taking Yuelushan university science and technology city of Changsha as an example,this paper uses the evaluation model to evaluate and analyze its collaborative innovation achievement transformation performance.The analysis results show that the overall transformation performance of collaborative innovation achievements in Yuelushan university science and technology city is increasing year by year,but there are many factors affecting the performance,and the influence degree of each factor is different.Among them,the transformation policy of scientific and technologi-cal achievements,sales revenue of new products and full-time equivalent of R&D personnel have a greater impact on the transformation performance of collaborative innovation achievements in university science and technology cit-y.In addition,due to the differences in policy environment and resource conditions in different regions,there are also some differences in the achievement transformation performance of university science and technology cities.For example,the transformation performance of collaborative innovation achievements in Yuelushan university science and technology city of Changsha is slightly lower than that of Wuhan East Lake,but slightly higher than that of She-nyang.In order to improve the transformation performance of collaborative innovation achievements in Yuelushan u-niversity science and technology city,this paper puts forward the following countermeasures and suggestions:the first is to strengthen the policy support,formulate more favorable policies for the transformation of scientific and technological achievements,and encourage researchers to actively transform achievements;The second is to in-crease capital investment,improve the financial support of scientific research projects,and attract more high quality scientific research resources;The third is to optimize the construction of talent team,through training and introdu-cing high-quality talents,improve the strength of scientific and technological research and development and a-chievement transformation.In a word,the scientific evaluation of the transformation performance of collaborative in-novation achievements of university science and technology city is helpful to understand its development status and existing problems,and provide a basis for formulating targeted policies and measures.At the same time,it will also help promote the healthy development of the university science and technology city and make greater contributions to improving the national innovation capacity and international competitiveness.
