Based on a comprehensive perspective of peacetime and wartime,this paper explores the core scientific and technological supporting capabilities of responding to major public health emergencies.First,the paper summarized the typical cases of scientific and technological support in response to the COVID-19,and pointed out the dual characteristics of scientific and technological support in peacetime and wartime.Second,further deconstructing the scientific and technological supporting capabilities and its role from the per-spectives of peacetime,wartime,and embedded relationships,the paper constructs a full process management model for scientific and technological support to respond to sudden public crises.Finally,the paper proposes paths to enhance the scientific and technological supporting capabilities from multiple aspects in order to enrich researches related to scientific and technological supporting capabilities and provide theoretical and practical guidance for improving the emergency management technology support system.
