Analysis of Policy Attention and Policy Tools of New R&D Institutions in China——Based on the Quantitative Research of Policies in the Yangtze River Delta and the Pearl River Delta
New R&D institutions have gradually become the main force of innovation-driven development in China.Adopting text min-ing,co-word semantic network analysis and other methods,this paper comprehensively analyzes the focus of policy attention and policy tools of new R&D institutions in the Pearl River Delta and the Yangtze River Delta to provide useful reference for the construction and development of high-level new R&D institutions.The findings are as follows:The main types of policy are"notice"and"opinion",which reflects the government's flexible management mechanism,but the implementation is weak;policy attention is closely related to the mission and functions of new R&D institutions,which encourages the high degree of integration of government,industry,university and research,highlights the main role of enterprises,and emphasizes institutional innovation;there are structural imbalances in the use of policy tools,with emphasis on supply-based policy tools and insufficient use of environmental and demand-based policy tools.
