摘要

为提高团体标准组织的治理水平,基于创新生态系统视角,构建包含结构、过程、知识更新、产权保护和关系管理等5 个维度的团体标准组织治理框架,采用案例分析方法对第三代移动合作伙伴计划(3GPP)的治理机制进行深入分析.研究发现:3GPP开放的系统结构保证了标准的全球统一和兼容,科学的标准制定流程提升了团体标准质量,代际演进的标准技术知识更新节奏保证知识的先进性,适度宽松的知识产权政策解决了创新的收益分配问题,有效的关系管理帮助实现标准链条的闭环发展.

Abstract

In order to improve the governance level of group standards organizations,this study constructed a governance framework for group standards organizations based on the perspective of innovation ecosystem,which includes five dimensions:structure,process,knowledge updating,intellectual property rights protection and relationship management,and conducted an in-depth analysis of the governance mechanism of the Third Generation Mobile Partnership Project(3GPP)by adopting the case study method.The study found out that:the open system structure of 3GPP ensures the global unification and compatibility of standards,the scientific standard devel-opment process improves the quality of group standards,the rhythm of updating technical knowledge of standards through intergenera-tional evolution ensures the advancement of knowledge,the moderately loose intellectual property policy solves the problem of distributing the benefits of innovation,and the effective relationship management helps to realize the closed-loop development of the standards chain.
