The green transition is essential for achieving high-quality development.Using panel data from China's prefecture-level cities between 2005 and 2018,this study leveraged the low-carbon city pilot initiative as a quasi-natural experiment. It established a multi-timepoint difference-in-difference model to assess the entrepreneurial impact of this initiative. The results indicate that the low-carbon city construction significantly elevates the entrepreneurial standards in the pilot cities, with findings still valid after numerous robustness checks. In terms of policy transmission path,low-carbon city construction stimulates green technological innovation and speed up talent agglomeration effect to promote the entrepreneurial level of pilot cities. The heterogeneity analysis shows that low-carbon city construction have different promotion effects on urban entrepreneurial level in different enterprise types. The findings shed light on strategies for China to progress its economic shift towards low-carbon growth in alignment with the"carbon peaking and carbon neutrality"objectives.
