影响PPP项目控制权配置差异的组态研究
A Configuration Study on the Differences in Control Rights Allocation of PPP Projects

摘要
为揭示PPP项目控制权配置的组态路径以及配置差异,采用模糊集定性比较分析方法对38 个PPP项目案例进行组态分析,并对高强度激励型和低强度激励型配置进行对比分析,研究结果表明:存在3 条导致项目控制权高强度激励型的路径,1 条导致项目控制权低强度激励型的路径;社会资本的股权占比是影响项目控制权配置的核心要素;在政府部门股权占比较低的情况下,国企相较于民企更易获得更多的控制权.
Abstract
In order to reveal the configuration path as well as the allocation differences of control rights allocation of PPP projects,the fuzzy set qualitative comparative analysis method was used to conduct configuration analysis of 38 PPP project cases,and the high-in-tensity incentive-type and low-intensity incentive-type configurations were compared and analyzed.The results of the study show that:there are three paths leading to the high-intensity incentive-type project control rights,and one path leading to the low-intensity incen-tive-type project control rights;the equity ratio of social capital is the core element that affects the allocation of project control rights;in the case of low equity ratio of government departments,SOEs are more likely to obtain more control rights compared with private enter-prises.
