摘要
数字技术快速迭代不仅推动着数字经济的蓬勃发展,也赋能政府服务体系数字化的高效建设.基于社会-技术系统理论,从社会系统、技术系统和外部环境3 个维度,实证分析了地方政府数字政务服务能力的主要影响因素.通过对我国333 个地级行政区的地方政府数字政务实际情况进行研究,发现外部环境因素对地方政府数字政务服务能力的影响力最强,技术系统因素次之,社会系统因素第三.具体而言,公众需求、政策支持、创新能力和科技投入力度是地方政府数字政务服务能力的主要影响因素.研究为政府数字化转型提供了有效理论依据和决策参考.
Abstract
The rapid iteration of digital technology not only promotes the vigorous development of the digital economy,but also empow-ers the digital and efficient construction of government service systems.This study is based on the socio-technical system theory and empirically analyzes the main influencing factors of digital government service capability of local governments from three dimensions:social system,technical system,and external environment.By studying the actual operation of digital government service capability of local governments in 333 cities in China,this study found that external environmental factors have the greatest impact on the digital government service capability of local governments,followed by technical system factors and social system factors.Specifically,public demand,policy support,innovation capability,and technological input are the main influencing factors on the digital government serv-ice capability of local governments.This study provides an effective theoretical basis and decision-making reference for the government's digital transformation.
