This study took Guizhou Province as an example and employed a system dynamics approach to construct a tripartite evolu-tionary game model involving the government,enterprises,and the public.By integrating carbon emission levels,the benefits for all three parties,and the degree of societal involvement,the study established an evaluation framework to investigate the critical influen-cing factors affecting strategic choices.The study conducted simulations on different equilibrium points and corresponding policy schemes tied to various influencing factors to formulate a carbon emission governance mechanism.The findings reveal that high energy consumption fines,reputation loss,low-carbon production costs,government regulatory expenses,government subsidies,and public participation incentives are key influencing factors.Notably,imposing high energy consumption fines can significantly alleviate ecologi-cal pressures,and reduce government regulatory costs better than other policy options.Combined with the key influencing factors,the research constructed the decision support strategy of carbon emission governance from four aspects:constraint mechanism,market mechanism,supervision mechanism and incentive mechanism,so as to provide governance ideas for low-carbon development in areas with fragile ecological environment.
