Relying on modern information technology and methods to realize the reasonable open access of library collection resources to enable more social public to access library collection resources more efficiently is a realistic is-sue worthy of careful reseach.The article tries to study the theory and practice of digital resource construction,in-cluding the construction,organization and description,and storage and protection of digital resources and other as-pects,and discusses topics related to copyright issues,cooperation and sharing mechanisms and research and innova-tion by open data under the open access mode,with a view to constructing a more scientific path of accessing re-sources.
