摘要

近年来,生态文明理念日益深入人心,"绿水青山就是金山银山"逐步成为社会共识.与此同时,日趋复杂的全球气候变化和不断加快的城市化进程导致极端超强降雨事件频发,对城市内涝安全、人们的生命财产安全构成严重威胁,城市建设者为了保证城市水环境安全采取的强制截污等措施更是加剧了这一现象.至此,城市内涝安全与水环境安全之间的矛盾越来越突出,极端天气下如何统一协调两者的发展摆在了城市守护者面前.基于此,首先分析了城市面临内涝安全的部分成因,其次就兼顾水环境安全的内涝解决措施进行了探讨,最后对二者的协调统一发展做出了展望.

Abstract

In recent years,the concept of ecological civilization has become increasingly popular,and the idea that"lucid waters and lush mountains are invaluable assets"has gradually become a social consensus.At the same time,the increasingly complex global climate change and the accelerating urbanization process have led to frequent ex-treme heavy rainfall events,which pose serious threats to urban waterlogging safety and people's life and property safety,and measures such as compulsory sewage interception taken by urban builders to ensure urban water envi-ronment safety have further exacerbated this phenomenon.So far,the contradiction between urban waterlogging safety and water environment safety has become increasingly prominent,and how to unify and coordinate the devel-opment of the two in extreme weather conditions has become a challenge for urban guardians.Based on this,this article first analyzes some causes for urban waterlogging safety,then discusses waterlogging solutions that take into account water environment safety,and finally prospects the coordinated and unified development of the two.
