党的二十大以来,以习近平同志为核心的党中央领导人对社会力量参与应急管理十分重视.在我国自然灾害应急管理工作中,社会力量是参与管理的重要主体之一,是防灾、减灾、救灾领域的优势力量.立足构建公共安全体系和发展应急管理体系,充分发挥社会力量各方优势,有利于推进我国区域应急领域建设.社会力量参与自然灾害应急管理工作,是政府有限作用的重要补充.提高社会力量参与应急管理功能优势与效度,能有效地提高我国灾害治理工作成效,推进国家应急区域力量建设进程.基于参与式治理视角,强化社会力量的责任意识,提高社会力量各主体的实践能力,使社会力量在应急管理领域的优势和效度得到充分发挥.
Functional Advantages of Social Forces in Emergency Management in China Under the Background of the 20th CPC National Congress
Since the 20th CPC National Congress,the leaders of the CPC Central Committee with Comrade Xi Jinping at its core have attached great importance to the participation of social forces in emergency management.In the emergency management of natural disasters in China,the social force is one of the important subjects involved in management and a dominant force in the field of disaster prevention,mitigation and relief.Based on building a public safety system and developing an emergency management system and fully leveraging the advantages of vari-ous social forces are conducive to promoting the construction of the regional emergency field in China the partici-pation of social forces in the emergency management of natural disasters is conducive to leveraging their important complementary role beyond the limited role of the government,and enhancing the functional advantages and effec-tiveness of the participation of social forces in emergency management can effectively improve the effectiveness of disaster management in China and promote the construction process of the regional forces of national emergency.Based on the perspective of participatory governance,it is necessary to strengthen the sense of responsibility of social forces,and improve the practical ability of their various subjects,so as to fully leverage their advantages and effec-tiveness in the field of emergency management.
