Perspective on the Policy Attention Allocation of Ideological and Political Work in Colleges and Universities:A Text Analysis Based on"Main Working Points of the Ministry of Education"(1987～2022)
The allocation of policy attention represents the attention and allocation of policy makers to issues and resources.Based on the theory of attention,this paper analyzes the work of ideological and political education in colleges and universities from"five dimensions and twenty-two elements"in the"Main Working Points of the Ministry of Education"from 1987 to 2022.Vertically,periodic fluctuations in various dimensions are found.Horizontally,there are great differences in the distribution of attention among the five dimensions and the elements.Policy discourse focuses on two dimensions,including carrier and way,task and content,carrier and way is continuously expanded,and main channel of curriculum teaching is consolidated.More attention is continuously given to content and tasks,ideological and theoretical education and value guidance are emphasized;guarantee system catches up from behind with the organizational leadership as the foundation,institutional system as the focus,and coordination mechanism as the trend.The main dimension is overall stable and gradually refined,extending to both ends of higher vocational students and postgraduates;the least attention is paid to evaluation and supervision,and the pertinence and effectiveness of ideological and political work are emphasized.On the whole,ideological and political work in colleges and universities has basically formed an"umbrella"system and a"big ideological and political"pattern,and policy attention has shifted toward institutionalization and strong management in the"path dependence".In the future,the allocation of policy attention should be continuously increased to build a solid lifeline,and it is important to adjust the ideas of policy attention allocation to strengthen policy guidance,optimize policy attention allocation structure to enhance policy synergy and improve policy attention allocation strategies for inter-temporal dynamic allocation.
