新内生发展视域下南疆四地州脱贫群众参与乡村旅游发展内驱力研究

摘要
乡村旅游作为"以特色产业带动富民增收"的抓手,持续发挥其在南疆四地州经济高质量发展中的带动作用,对于巩固脱贫攻坚成果与乡村振兴有效衔接具有重要现实意义.新内生发展理论视域下,南疆四地州乡村旅游发展内生动力提升的关键在于"劳动力供给",即坚持内外结合,突出就业导向下"脱贫群众旅游收入提升可持续",提升以乡村群众为发展主体积极参与旅游发展的内驱力.文章分析了南疆四地州脱贫群众参与乡村旅游发展"愿景—能力—行为"制约因素,提出了规划方案落实与群众发展定位紧密结合、援疆就业帮扶与地方产业振兴有机联动、充分发挥考核激励的发展对策,对如何培育南疆乡村旅游发展"有资源接口的人"提出有益建议.
Abstract
As a means to"promote poverty alleviation and increase rural income through characteristic indus-tries,"rural tourism continues to play a significant role in driving the high-quality economic development of the four prefectures in southern Xinjiang.It holds important practical significance for consolidating the achievements of poverty alleviation and effectively connecting with rural revitalization.From the perspective of the endogenous development theory,the key to enhancing the endogenous driving forces of rural tourism development in the four prefectures lies in"labor supply".This involves adhering to the combination of in-ternal and external factors,emphasizing the sustainable improvement of tourism income for poverty-stricken masses under the employment-oriented approach and enhancing their deep integration into tourism develop-ment as the mainstay.This article has analyzed the constraints of the"vision-ability-behavior"factors regard-ing the integration of poverty alleviation masses into rural tourism development in the four prefectures of southern Xinjiang.It proposes development strategies that closely combine the implementation of planning schemes with the positioning of mass development,organically link aid for employment in Xinjiang with lo-cal industry revitalization,and the full use of the incentives of assessments.Moreover,it provides beneficial suggestions on how to cultivate"people with resource interface"in rural tourism development in southern Xinjiang.
