科普政策作为调节科普资源的有力杠杆,在科普事业发展中发挥着重要的推动作用.本文以政策工具为视角,构建"政策工具""政策目标""政策力度"三维立体政策分析框架.通过分析 1994-2022年的科普政策文件中筛选出 28份关键政策文件文本的各维度,发现政策工具利用总体呈现不平衡现象,需求型政策工具使用不足,目标维度注重加强科普能力建设和制度保障而忽视营造良好科普氛围和推动科普工作全面发展,力度维度表明科普政策整体力度偏低现象.通过三维交叉分析发现,当前科普政策体系中政策目标、工具和力度间匹配度不高,进而研究提出未来科普政策的调整和完善的政策建议.
Abstract
Science popularization policies,as a powerful lever for regulating science popularization resources,play an important role in promoting the development of science popularization.This article constructs a three-dimensional policy analysis framework of"policy tools,policy objectives,and policy strength"from the perspective of policy tools.28 key policy document texts were selected from the science popularization policy documents from 1994 to 2022.Through analysis of each dimension,it is found that the overall utilization of policy tools is imbalanced,and demand oriented policy tools are insufficient.The goal dimension focuses on strengthening the construction of science popularization capacity and institutional guarantee,Neglecting to create a good atmosphere for science popularization and promote the comprehensive development of science popularization work,the strength dimension indicates that the overall strength of science popularization policies is low.Through three-dimensional cross analysis,it is found that the matching degree between policy objectives,tools,and strength in the current science popularization policy system is not high.Finally,targeted policy suggestions are proposed for the adjustment and improvement of future science popularization policies based on the existing shortcomings.
