Active brain-computer interfaces(BCIs)and the"artificial actions"they mediate challenge our traditional understanding of the nature of action and present dilemmas in attributing moral responsibility.By applying a hierarchical understanding of moral responsibility in actions mediated by BCIs,we can effectively differentiate the moral responsibilities of agents to address the unique limitations they face in control and perception.This differentiated assessment is based on two core aspects:first,evaluating whether the mediated actions align with the agent's intentions and whether they can foresee the possible outcomes of their actions;second,considering the various applications of active BCIs and the technical characteristics of"shared control"between human and machine,ensuring that the scope and limits of moral responsibility are reasonably defined in different contexts.The hierarchical division of moral responsibility can more appropriately meet the moral expectations for end-users of active BCIs,providing a valuable analytical framework for the research of moral responsibility in BCI-mediated actions.
