摘要
目前,上海养老服务机构安全监管存在法律法规不健全、监管机制不完善、监管职能模糊、考核内容单一及市场规范缺乏等问题.可借鉴日本、美国、德国等国养老服务机构安全监管的经验,在从业标准、监管执法效能和风险管理、完善准入和退出机制、明确监管主体、强化养老服务机构安全监管、探索"互联网+监管"等方面,优化上海养老服务机构安全监管机制.
Abstract
At present,there are problems in the safety supervision of elderly care service institutions in Shanghai,such as incomplete laws and regulations,imperfect regulatory mechanisms,unclear regulatory functions,single assessment content,and lack of market norms.We can learn from the experience of safety supervision of elderly care service institutions in Japan,the United States,Germany and other countries to optimize the safety supervision mechanism of Shanghai pension service institutions in terms of employment standards,regulatory law enforcement efficiency and risk management,improving access and exit mechanisms,clarifying regulatory subjects,strengthening safety supervision of elderly care service institutions,and exploring"Internet plus supervision".
