Promoting the digital transformation of rule of law governments is a new concept of governance that responds to the dual needs of social change and technological development.Digital government has the triple logic of technology,policy and the rule of law,but while it significantly improves the effectiveness of administrative governance,it also faces many difficulties in the rule of law.At the governmental level,it is manifested in the impact on the legal principles of public administration;at the social level,it is manifested in the intensification of the risk of discrimination and inequality;at the individual level,it is implied that citizens'data rights may be violated.These difficulties essentially belong to the weakening of the effectiveness of government governance in controlling"human"relationships and behaviors.Therefore,it is necessary to build a"regulation-responsive"legal governance framework around the boundaries,review mechanisms and due process of emerging digital technologies in the construction of digital governments.
