"Self-reliance in Science and Technology"is a new goal for the next stage of development in China's sci-entific and technological endeavors.Throughout the history of scientific and technological advancement in China,the compre-hensive leadership of the Communist Party of China(CPC)has been the fundamental assurance for the self-reliance in sci-ence and technology,the unification of independence and opening to the outside world is the fundamental principles,impro-ving the independent innovation ability is the main line of the system,and bolstering of national strategic scientific and tech-nological capabilities is an objective requirement.Self-reliance in science and technology,self-reliance and independent in-novation can be traced to the same origin.Self-reliance in science and technology refers to the ability to create sufficient sci-entific and technological achievements and intellectual property rights,suitable for the development needs by relying on one's own strength,and the scientific and technological achievements and intellectual property rights produced can effec-tively support China's industrial innovation and economic and social development.It emphasizes reducing dependence on external scientific and technological resources through independent research and development,independent production and independent application,and fundamentally improving independent innovation capability and overall national strength.To re-alize the goal of self-reliance in science and technology,it is imperative to steadfastly uphold the CPC's overall leadership,continue to refine the system of scientific and technological innovation,further improve the scientific and technological inno-vation policy system,the strict protection system of intellectual property rights,scientific and technological innovation ecolog-ical system,and the science and technology evaluation and assessment system,and build a team of high-level scientific and technological talents oriented by scientific research interest.
