摘要
关键核心技术作为国之重器,具有保障国家安全的战略意义.目前我国学者对于关键核心技术的基本概念仍未形成统一界定.从创新主体、创新动力和创新模式的角度,对关键核心技术的异质性进行系统分析.研究表明:不同视角下的关键核心技术具有不同类型,各创新环节下的关键核心技术具有不同特征,政府、企业、高校和科研院所等三大创新主体的角色定位具有异质性,关键核心技术创新具有"四位一体"的动力体系,各创新主体引领的关键核心技术具有五大创新模式.并总结当前关键性核心技术的研究存在遴选分类不明确、各创新主体角色定位不清晰、动力评估体系不完善等问题.
Abstract
As the most important weapon of the country,key core technologies have strategic significance to ensure na-tional security.At present,Chinese scholars have not yet formed a unified definition of the basic concept of key core technol-ogies.This paper systematically analyzes the heterogeneity of key core technologies from the perspective of innovation sub-jects,innovation dynamics and innovation models.The research shows that:the key core technologies from different perspec-tives have different types,the key core technologies under each innovation link have different characteristics,the roles of the three major innovation subjects,including the government,enterprises,universities and scientific research institutes,are het-erogeneous,the key core technology innovation has a"four-in-one"dynamic system,and the key core technologies led by each innovation subject have five major innovation models.It also summarizes that the current research on key core technolo-gies has problems such as unclear selection and classification,unclear role positioning of each innovation subject,and imper-fect dynamic evaluation system.
