The Problems and Governance Path of Scientific Data Sharing in China:Based on the Digital Era Governance Theory
Since the reform and opening,the Party and the state have attached great importance to science and technol-ogy,made a series of strategic decisions on science and technology development,and opened the historical process of the construction of scientific data sharing in China.After reviewing the current situation of scientific data sharing in China,we believe that the most prominent problem restricting the construction and development of scientific data sharing at the present stage is the decentralization and"fragmentation"of scientific data resources,and the resulting development imbalance.This study uses digital governance theory and research methods,through the construction of a four-dimensional analysis framework of"value concept——organization——mechanism——digital technology",to study the scientific data sha-ring in our country,explore the causes of the problems,and put forward the corresponding governance path.
